EM 385-1-1 Competent Person Fall Protection Certification

Description

An OSHA "competent person" is defined as "one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them" [29 CFR 1926.32(f)].  By way of training and/or experience, a competent person is knowledgeable of applicable standards, is capable of identifying workplace hazards relating to the specific operation, and has the authority to correct them.  Some standards add additional specific requirements which must be met by the competent person.  There are currently no specific standards regarding competent persons.  (https://www.osha.gov/SLTC/competentperson/)
The Volunteer State Community College OSHA Training Institute (OTI) Education Center’s Competent Person Fall Protection Training ensures that a student will receive all of the proper training pursuant to OSHA’s requirement of Competent Persons for the 29 CFR 1926.500 Subpart M – Fall Protection Construction Industry Regulation.  In addition, topics and requirement are presented per EM 385-1-1.  The OSHA #3115 Fall Protection course in conjunction with the OSHA #7405 Fall Hazard Awareness for the Construction Industry course, and the RSH #9101 - EM 385-1-1; 2014 Significant Changes to Section 21 Fall Protection complies with the ANSI/ASSE Z359.2 code.  (EM 385-1-1, updated March 2015)
 
Fall Protection – OSHA 3115
This course covers the OSHA Fall Protection Standard for construction and an overview of fall protection methods.  Course topics include principles of fall protection, components and limitations of fall arrest systems, and OSHA Standards and policies regarding fall protection.  Students will participate in workshops demonstrating the inspection and use of fall protection equipment, residential construction fall protection, training requirements, and developing a fall protection program.  Upon course completion students will have the ability to assess compliance with the OSHA Fall Protection Standard, evaluate installed passive systems and fall arrest systems, and develop and implement fall protection plans.

Fall Hazard Awareness for the Construction Industry – OSHA 7405
This course covers the identification, evaluation, prevention and control of fall hazards in the construction industry.  The course focuses on falls to a lower level rather than falls to the same level resulting from slips and falls.  Course topics include identifying, analyzing, and preventing fall hazards utilizing OSHA Fall Protection Standards.  At the conclusion of the course, students will have an awareness level of identifying fall hazards and methods to control and abate the hazards.

EM 385-1-1; 2014 Significant Changes to Section 21 Fall Protection
This course is intended to provide an overview of the significant fall protection and safe access requirements changes to the updated USACE EM 385-1-1 standard.
Prerequisites: None                 Total Scheduled Hours:  3.0

Upon successful completion of each course, participants will receive a Volunteer State Community College OSHA Training Institute Education Center Certificates of Completion and the Competent Person for Fall Protection Training Certificate.
