The government recovered $3.8 billion from contractors under the civil False Claims Act in 2013. On its face, the act is intended to impose liability against those who intentionally defraud the United States government. However, recent changes have captured seemingly well-meaning contractors that find themselves on the wrong side of a rule or regulation. Under these circumstances, a contractor can face liability for the entire value of the contract.
